The Bridge Foundation has been awarded a Recovery Housing Grant of Pennsylvania Opioid Settlement Funds from the Pennsylvania Department of Drug and Alcohol Programs (DDAP) providing individuals who wish to transition to recovery housing with scholarships for up to 3 months in Pennsylvania licensed recovery houses as well as connecting residents to Certified Recovery Specialist peer support and case management services.
Our Bridge to Recovery Housing scholarships are available statewide in all Pennsylvania counties beginning January 2, 2026 to individuals with financial need entering Pennsylvania licensed recovery housing. Link to the Scholarship Application Form is below.

RECOVERY HOUSE REGISTRATION & FORMS
Scholarship funds may only be applied at Pennsylvania Licensed Recovery Houses that are Registered with us.
Forms to submit online for each scholarship resident (at end of each Scholarship Month):
- Scholarship Renewal (if applicable)
- Recovery Housing Scholarships may be renewed for up to two (2) Months (max total of 3 Months housing costs). The Recovery House is responsible for submitting the renewal application on behalf of the resident end of month.
- Recovery Housing Scholarship Outcomes Survey
- The Recovery House is responsible for submitting the Survey with information provided by the Resident and House Manager
- at the end of every Scholarship month AND
- upon discharge of the resident from the recovery house
- The Recovery House is responsible for submitting the Survey with information provided by the Resident and House Manager

Recovery House Payment Process
The Department of Drug and Alcohol Programs (DDAP) has provided a grant opportunity for individuals to receive scholarships to Licensed Recovery Homes across the Commonwealth. The Bridge Foundation is a Pennsylvania Recovery Housing Hub distributing these funds statewide to provide quality support for individual residents receiving scholarships. Our payment process is reimbursement-based, not upfront payment. Recovery houses submit the invoice, renewal if applicable, and outcomes/recovery capital survey at the end of each scholarship month. The resident’s month of recovery housing costs is invoiced, then Bridge/DDAP funding is released later.
Our goal is to assist residents with securing safe, supportive housing in early recovery without added financial stress. A scholarship resident is not responsible to pay any recovery housing program fees while the approved Bridge scholarship payment is still pending and should not be requested to do so. No housing fees are to be owed by a resident during an approved Scholarship Month, including any entry fees.
Please note: The typical reimbursement timeline of the Commonwealth takes up to 90 days, so the Bridge payment timeline to the recovery house may be delayed several months. If you are concerned about the status of your Bridge scholarship payment, we ask that you reach out to us directly to request payment status.

Renewals and Covered Housing Fees
Renewals. Our scholarship Program provides up to three (3) months of recovery housing if funds remain available, and we ask that the Recovery House submit renewal applications for the benefit of the resident for Months 2 and 3. At the end of an approved scholarship month, the recovery house should apply for that resident’s next month of funding. We essentially offer a 3 month scholarship as long as funds remain available, approved month to month. The scholarship follows the resident: In the event the resident leaves a recovery house, the scholarship period remaining still can be applied at any licensed recovery house.
Other Fees. Once the initial 30-day scholarship period ends AND the approved renewal periods end, the resident would then be responsible for regular housing fees in accordance with house policy moving forward. However the resident would not be responsible for move-in fees, as they would have moved in at the start of the scholarship period and that cannot be charged after the scholarship ends. The initial first month scholarship covers the first month of recovery housing costs, period. Including any entry or move-in fees.
